Decidim Ljubljana

Decidim Ljubljana is managed by Kulturno društvo Gmajna, PE Ulica Vide Pregarčeve 11, 1000 Ljubljana, Mirovni inštitut, Metelkova ulica 6, 1000 Ljubljana, and Skupnost občin Slovenije, Partizanska cesta 1, 2000 Maribor.

Users

Users are individuals or legal entities interested in viewing, reading, commenting, liking, or writing content on the platform. There are three levels of users:

  1. Unregistered users can freely and anonymously access the platform and read public content.

  2. Registration is required to comment or like other users’ posts.

  3. Identity verification is necessary to access certain functions, such as voting.


Account

Anyone who registers on the platform receives a user account. Registration requires:

  • Name/pseudonym

  • Username/nickname

  • Email address

  • Password

Double confirmation registration: After filling out the registration form, users receive a verification email and must accept the "Legal Information and Terms of Use". Only then does the account become active.

  • Users may add a profile picture and additional information, which will be visible to all users.

  • The email address used for registration is not visible on the platform.

Account deletion: Users can delete their account at any time through the profile settings. All personal data, including the profile picture and any additional information, will be permanently erased. Content created through the platform (e.g., comments, proposals, survey responses, etc.) will remain visible but in anonymous form to ensure transparency.

Rejoining the platform is only possible by creating a new registration. For any questions or assistance regarding data deletion, users can contact the platform administrators.


Personal Data

Personal data is stored in the user account and can be edited via the profile settings. This includes information such as the email address and password.

  • All personal data is stored in encrypted form.

  • It is never visible to other users.


Created Content

Users generate content, including comments, proposals, survey responses, etc. The following rules apply to this content:

  • Public Content: Content relates to public topics and is therefore publicly accessible.

  • Publication or distribution: Content created by users may be published by project managers on the platform or shared elsewhere (e.g., in media).

  • Content retention: User content is not deleted but can be assigned to an anonymous account (see above).

Intellectual Property: Unless stated otherwise, content is licensed under Creative Commons Attribution-Share Alike (CC-BY-SA 4.0).


Export of Personal Data

Users can export their data at any time. This includes:

  • All account-related personal data

  • All content created by the user

The data is downloaded as a compressed file protected with a password. Users receive a download link and the password via email. Since the exported data is sensitive, it is encrypted and can only be opened with open-source compression software, such as 7-Zip (Windows), KUKA (Mac OS), or PeaZip (Linux).


Basic Rules

Users must act responsibly and in accordance with the terms of use. The following rules apply to the platform:

  1. Provide constructive feedback.

  2. Present alternatives.

  3. Maintain mutual respect.

  4. Avoid racist, antisemitic, sexist, or otherwise discriminatory statements.

  5. Do not share false information ("fake news").

User Responsibility: All users are responsible for the lawful use of the platform and the legality of shared content and opinions.

  • Suspicious or inappropriate content can be reported by clicking the flag icon or sending an email to the administrators.

  • Administrators will review the report and take appropriate legal actions if necessary.

Administrator Rights: Project managers reserve the right to remove opinions, information, comments, proposals, or media that violate the terms of use. They also reserve the right to temporarily suspend user activities by deactivating accounts, especially in cases of violations of applicable laws and/or terms of use. In such cases, the created content becomes invisible.
